Currently, message campaign bypass for metering purposes is a global setting.
Could some consideration please be given to this being a setting localised to the message campaign i.e. can be switched on or off at the individual campaign level please?

Yes, it does feel like a very solid suggestion, possibly an override setting, with the default taken from the global.
We'll include this on the list when we do the next message campaign updates.
The upcoming release has the new stats and send engines, so we'll want to bed those in a bit before we start to change other things.
