For guest users to view forum threads, you will need to do the following:

• Create a new Content Security Right (i.e. "View Thread") 
• Set the newly created Content Security Right on the (Security > View Thread Content Security Right) option on the forum
• Set the newly created Content Security Right in the Guest user Security Group
