Promote > Creatives > Add > Background

You do not need a specific permission/security right to create and apply a takeover/background ad to a channel.

Although please be aware that any user who wishes to set up an Ad Campaign and its Creatives will need the Campaign Management system security right. They will also need the Campaign Statistics system security right if they wish to view the related analysis stats.
